A secured credit card will not help your credit rating, it just will facilitate your purchase of items on line, when you don’t have a real credit card. All of these secured or prepaid cards come with a set fee.

Only internet based website do not have application charge for credit card processing.

ALL secured credit cards have fees, and you’re not going to get around them.
I found one card that has a one time fee only of $70+. Check for the Public Savings Card on findsecuredcards (google it). You should see what Im talking about.
